Abstract

Discusses the functions of visas, the development of the EU visa policy, and the Draft Regulation establishing a Community Code on Visas. Explains how the Code relates to other aspects of the EU visa policy, such as Regulation 562/2006 (Schengen Borders Code). Details the Visa Code's substantive harmonisation of the conditions for issuing visas to third country nationals, the harmonisation of consular practices, and procedural harmonisation.
