Abstract

This document is the report of a study commissioned by Education International. The findings of the study were presented to EI member organisations at the international seminar “Quality Early Child-hood Education: Every Child’s Right” in Malta in November 2008.
This final report has been produced following the discussion with EI rep- resentatives at the seminar.
